Chairman of a body styling itself the Chinese Commercial

Union, applied, in the letter of which a copy is enclosed,

for my permission for the Union to hold public meetings in

connection with the question as to what action should be

taken by the Chinese in this Colony in regard to the Boy-

-cott movement.

After discussing the matter with

the Chinese Members of Council who were strongly opposed

to the proposed meetings being allowed and were of opinion

that the "boycott" was not wanted by any respectable mer-

-chant here, and that the proposal to enforce it was due

entirely to the difficulty of resisting pressure from

Shanghai unless the Government put its face against the

movement, I caused the letter of which I annex a copy to

be sent to Mr. Fung Wa Chun. No exception was taken any-

-where to this action of the Government.

Some placards intended to be of-

-fensive to Mr. Fung Wa Chun were posted in the town and

removed by the Police who in one instance secured a con-

-viction against the offender.

On the 2nd. instant my attention

was called to a picture and letter-press which had appear-

-ed
